In February, 2009, Huawei Technology has successfully joined OPA (Open Patent Alliance, OPA for short) of WiMAX communication industry, and becomes the board member the same as the initiators which include intel, Cisco, Samsung, Alcatel-Lucent, Sprint, Clearwire and so on. Alvarion, an Israel company, who joined almost at the same time as Huawei, also becomes the board member. WiMAX develops fastest among the after-3G technologies, the major market of which is America, Japan, Russia, India and China Taiwan region. Chinese enterprises especially Huawei and ZTE these communication equipment vendors own great profit in WiMAX industry. Huawei got 29 WiMAX commercial contracts in the first half year of 2009, and 35 WiMAX trial contracts.
In the recent communication industry, the product quality of Chinese communication equipment enterprises has been broadly accepted, who are expanding quickly through the business advantage. But the patent bulwark and fee was just the major obstacle baffling the development of Chinese enterprises and industry. According to the analysis report of American famous consultation company ABI, the terminal patent fee of WCDMA 3G is expensive as 12.2% of factory price of equipment. The dominant player American company Qualcomm even orders that equipment vendor pays patent fee pro rata to the factory price of the whole equipment (instead of the CDMA chipset value of equipment), which brings great profit for Qualcomm. How to break through the bulwark of core technology patent is an important problem that Chinese communication industry development is facing. Now Huawei has become the board member of WiMAX Open Patent Alliance, achieving permission of connection between self-owned core patent and others, breaking through the bulwark of patent, which provides space and guarantee of industry development and profit.
